Scientists in the Information Processing Group at DCIEM wished to study the process of human decision making in groups. The TANDEM war game, developed for the Naval Air Warfare Center, was taken as a starting point. NTT Systems converted it from Novell to TCP/IP networking and modified it heavily to meet DCIEM's experimental requirements. All programming was done in C++.
Teams consisting of up to three players and a leader work to assess the validity of information solicited from the system. Subordinates each make a threat assessment based on the information available to them. The leader must then interpret and weigh his/her subordinates' assessments and assign a final threat level to the target. Feedback provides the leader with information needed to adjust their interpretation of subordinates' assessments.
